Example to show the result of these two changes:
Two allied heroes. Both of them have both Urn of Shadows and Spirit Vessel. An enemy hero dies within 1500 range from them. Both Urns of Shadows will gain a charge. Spirit Vessel will also gain a charge as well, but only for the ally that was closer to the dying enemy
